FIRST READING INFORMATION

The following must be done to get on the Commissioners Court Agenda for the FIRST READING of a plat / replat:

Give at least four (4) copies of the plat / replat to the county clerk's office on or before the date of the first *newspaper publication*.  Give your home address and phone number or point of contact to the county clerk’s office.  See the FORM section for more detailed information and to view a SAMPLE AD for your publication.

*NOTE* the publications in the newspaper must be printed two weeks prior to the first reading.  It is required that the last publication be printed at least 7 days before the second reading.  Both commissioner court dates and times must be on the publication. The local newspaper (Mount Vernon Optic Herald) is a weekly publication and needs your newspaper publication information by noon Tuesday.  You may contact them at 903-537-2228 for more information.

ALL signatures must be executed before it is given to the clerk's office (except the Franklin County Water District). This includes the Home / Property Owners Association's designee signature who governs the subdivision stating the plat /  replat "will not interfere with the established rights of any owner or a part of the subdivided land; or each owner whose rights may be interfered with has agreed to the revision."

The plat / replat will NOT be returned to the owner or owner's representative once it is given to the clerk’s office until the second reading is approved.  You will receive a recorded copy of the plat / replat once the second reading is approved.

You MUST contact the County Judge's office at 903-537-2342 x 6 no later than the WEDNESDAY PRIOR TO COMMISSIONERS COURT date to get on the agenda. Court is held on the 2nd and 4th Monday of each month. If a holiday falls on Monday, call the county clerk's office @ 903-537-2342 x 2 to verify the date of the meeting. 

SECOND READING INFORMATION

The following items are required to be presented at the SECOND READING of the plat / replat:

AFFIDAVIT OF PUBLICATION from the Mount Vernon Optic Herald (903-537-2228) - the publication dates must be three consecutive.

TAX CERTIFICATES from the Tax Assessor’s office  Phone 903-537-2358

PLAT AND REPLAT RECORDING FEES

Standard fee for first plat - $100.00 plus following fee applicable for size

Replat up to 18 x 24 inches $22.00
